I made mine with 2 sheets of origami paper, and instead of bamboo sticks I used toothpicks, and it works just as well!! ^_^ BUT!! This DIY is much better than mine because it's larger so it makes more wind. >_

I'm using wrapping paper :) maybe your paper is not long enough.. try to add more paper so that your fan can be open all the way around..
