To make homemade Floral Water or Hydrosol, I would recommend a ratio of 1:10 (so I part flowers or herbs, to 10 parts water)

Floral powers? Do you mean the essential oils of certain flowers? Adding quality essential oils to distilled water will make a usable fragrant spray but, aesthetically it won't look very pleasant as oil and water doesn't mix. So you'd have shake it everytime to get an even spray of oil. The hydrosol method is not as potent or as fragrant but is a better looking end product.

You could try using lavender flowers in this recipe for a sleep pillow. Lavender comes in several varieties but English Lavender seems to produce the most fragrant oil IMO.
