Customers will stand in front of a camera and press a button and then press another button as print then the printer should plot the photo. How can we make this setup with raspberry pi or arduino whichever is better and cost effective.

You can use a camera module connected to Raspberry Pi to capture the photo. Then the image should be converted to GCode before passing it to the CNC, once the image is converted to GCode CNC can easily draw it.
