Vaseline unfortunately doesn't moisturise :( It's oil-based petroleum jelly so it is actually water repellant and just creates a barrier on your lips stopping any moisture from getting in, but also from getting out. So, the best way to use it is to moisturise your lips with a regular skin moisturiser and then put Vaseline over the top to keep the moisture in :) :)
