You can use a different fabric for this dress but it wouldn’t look exactly the same if you do. With chiffon, for example, the sleeves wouldn’t be as puffy as this

Hi🤗 I believe it can be used for a civil wedding. If you’re doing it in plain white, you could use those cute pearl buttons for yours (just an idea), maybe even style it with elbow length gloves. The choice is all yours. I would love to hear back from you if you end up doing it!😊💖
