The scissors she used are kitchen shears. That's what I use to cut tin metal sheets. You can easily drill the holes with a pin vise. Make sure to have some scrap piece of wood under the metal when you drill the holes so you won't have to file them like she did. This is easy to make. Wear protective glasses of course.
