The 15 cm is supposed to work for every size but you can do a test on ilaphu nje and see how it goes, if it needs adding then you can go on and add maybe 5 cm to make it 20.

I cut out rectangles according the measurements @6:46 the same way as I did with the pleated pinifa (the pleated part) but for this one it is gathers.
