For me, it was created after running the server, also, changing the name of the (urlpatterns) list is not allowed, hope it helps...

Do I have to install Django in the virtual environment every time I open it?

Nope. First you create the environment, Second you activate it, third You install django. Them each time you activate the environment, voilaaa, django is inside it already installed.
