It's one of six special multiplier power decks (with Rewind, Hyperdeck, Tap, Scratch, and Euphoria being the other five) that you can unlock in Empire Mode by beating one of the DJs (iirc to unlock Multiplier Deck, you must beat Qbert in Ibiza: Encore, Super Battle Breaks)
