They have no authority outside of the US. As per Transport Canada, I can legally fly a mini drone as high as I want in Canada (so long as I am clear of airports and flight paths), but the DJI software cap will not allow me to do so.

World record for being very naive about flight safety. Just a few, 1) you cannot see the drone at that height so you have no idea if you are in the flight path of a manned aircraft. 2) Drones have this magic ability to transform into a brick. Should the power go or if there is a malfunction just think how fast downward the drone would be going if it turned into a brick from that height. 3) You are a danger to manned aircraft.
