I think its beacuse of their enemies mostly tanky team + stacking liandry damage both with him and Ziggs. Its just my guess tho. Still in 99% of cases i wouldnt take seriously builds that pro players are rushing espiecally at worlds, since playstyle at worlds and in the soloq are so diffrent, that any tries to compare this is just pointless.. So dw and just go ludens xD

because of cdr obviusly and also he cannot burst anyone in enemy if he build luden's tempest

Most likely CDR. The burst damage from Luden's Echo is unnecessary, as your entire team can follow up and burst them down for you. Lowering your CD, however, is very useful because it will lower the cooldown of your stun and help your team find good picks on the enemy.
