Эти шейдеры , в таком разрешении , очень сильно нагружают видеокарту. Если графика не достаточно хороша, это не гарантирует высокий фпс. У меня, на RTX 3090 , в GTA 3 Remastered, на максималках, фпс в дождь был около 10-25! В обычное время, он был около 40-55. А графика хуже GTA 4...

Also your *PC* needs 8 GB RAM to meet the rec specs and run at 60 frames. To be able to run at all you will need at least 4 GB system memory. Obviously A Smartphone can't handle THAT much constraint.
