That's called normal human and civil interaction. Communicating through a glass barrier is how prisoners speak to their visitors. Rip any and all barriers out between public servant and citizen.

Next time, an inquiry should be made why the initial public employee is allowed to deny service, and pass you off to another employee. That individual still denied you service. Acquire her name, or make them identify her so you can make a complete and accurate records request (mmm federal public records law), and submit a complaint for denial of services by a specific employee.

@@justusforrester7841 You're right, a public agency cannot deny services. But also, an individual public employee may decline to serve anyone for any reason if they become uncomfortable. They are still human. It would not be right for the government to force someone to continue working under duress. In such cases the agency must then provide another employee with which to obtain services.

I wish you would hit all the Revenue Offices in Arkansas, particularly the Morrilton one. They have a supervisor who is notorious for her attitude. Most people would choose anything over visiting that office and will travel to another county to avoid her! Tried complaining to her supervisor and he's even ruder than she is.

My Aunt applied for a job at the DMV but she didn't get the job cos she weighed under 600 pounds and failed the obesity test. So my auntie was determined to get that gob at the DMV, so she went on a special diet for 12 months eating only Kentucky Fried Chicken MacDonalds, French fries and gallons of soda and doughnuts in every meal, 5 times a day. Aunty Linda was so happy when she reached 683 pounds and passed the obesity test at the DNV and got the job at the DMV! Sadly, on her first day at the DMV Aunty Linda suffered a massive heart attack and dropped dead on the spot 30 second after she clocked in for the day. 😪💔 RIP Aunty

This should be made very clear no citizen should enter a public building and encounter a public employee who thinks working for the state is not called public service or where here pay check comes from the public. and walk off and will not preform her job because she feels she has some kinda of privacy in public. Then you go work for the private sector if you can figure out the difference. Unexceptionable behavior any employer or faculty would make it clear this is Not acceptable to refuse services because someone had a camera and you could have all the privacy you wanted and walk out the door cause that would be your last day. Not understanding and feeling uncomfortable is not your job title to refuse services period being rude walking off or being unprofessional. People should demand anyone working in a public capacity common curiosity and respect.

U dont realize this but doing audits at places where people have to be is dangerous for those people of abuse , witnesses, and people just trying to change their lives. NO expectation of privacy in public. Depends on where you are at. Lots of places are one party consent. So you ask yourself if it is ok to record and if yourself says yes then you keep on going. Also look around just one day and see how many cameras are around you. You may be shocked at how many are there.
