Do charter schools offer a better education? What is the key to building better schools?

As a retired public school educator I support both vouchers and charter schools, especially in urban areas. Unless our funding of public schools changes significantly, there is a need especially for families in low income areas to have a choice of where their students attend school. People of means can choose private schools or move to high income neighborhoods to assure better schools. This is not possible for too many families. School choice is necessary for real opportunity.

What is it that charter schools do that is superior? I'd really like to know what a charter school in the same building as a district school does that so improves the learning of students.
