What if a person is selling a scone mixture where all the buyer needs to do is add wet ingredients and bake. Will I still need a commercial kitchen to put the dry ingredients in a bag to ship out. Thanks.

Yes. You cant even give out food without a license unless it at a public event. If you are not shipping it you can get a cottage kitchen license but if shipping you then need a commercial kitchen.
