On your NOT gate schematic you had the P-MOSFET upside down. The source should have gone to V+. Just a nit-pick.

Considering that the threshold voltage for your MOSFETs ranges between 0.8V and 3.0V you are pretty well guaranteed to have both turn on at the same time during switching. Therefore your resistor is very much needed to prevent your supply rail being clamped to ground. Reminds me of the issues with the original 555 timer totem pole output stage.

Sorry to be a party pooper, but your schematic is incorrect for the P-Channel and your 330 is at the wrong place!
