1:24 I actually got the trick, click the draw button when the light is on the primogems then you will definitely get the primos (that way you can actually get 300 primos.) but I realized it very late still got 100 primos in my alt account

The info about the cheering event says you cannot claim the rewards after the event and that Travelers participatinf in this web event will get the following rewards:.... So you have to cheer for sure or no stuff for you. That is my interpretation

Does it have a "-100" in there for some reason? Or does it say your user and uid in the top left corner, but you still can't cheer? You might have to go through hoyolab, and not Genshin itself. Either hoyolab on chrome or the just the app. Then as always two ways to sign in: through hoyo again (having a hoyoverse acct), or through your uid username AR level and a code that'll show up in your game mailbox. Hope that helps
