That guy would have to be awfully dedicated to his task in order to put his job before his life. I presume another shift will come and they will figure out something is making them forget. Like when the Doctor an company dealt with the Silence, sure they couldn't remember their appearance or if they were in the same room currently (hence the tick marks) but they could remember that they exist. Otherwise as soon as they look away they wouldn't remember their own mission.

Technically it only loops so long as that guy is actively trying to find a data breech and accessing the records concerning the Doctor. True he invites the man to look at his files at the end of the recording, but if it weren't for the siren going off he would probably stop the second he looks away. The siren can't continue forever, this breech probably only happened recently.

At some point he will realize that he's been working on the same problem for hours and hours, without getting anywhere. His superiors will confront him and they too will be subjected to the message and they too will forget. This will go on and on until someone decides that trying to solve this explainable situation has to be put on hold. They'll learn to avoid that file. They'll end up selling the files and the Daleks, Cybermen and Sontarons won't learn anything. They'll get angry and well the Inforarium will be destroyed. Probably for the best. I don't think it will be on the Doctor's conscience. The Inforarium have been naughty. But it may take a good hundred years or so before they are destroyed, plenty of time to live through hell. It is amazing what one little memory proof message can do.

It's already canon that the Daleks, Cybermen, and any other being using side-memory storage can still remember everything they've learned...I'm seeing this mini episode years too late and yet I'm still bothered by the continuity violation.

Doctor who canon is a lot like ancient mythology. The specific details may vary from telling to telling and depending on when the story was told, but the broad strokes are generally the same and that's typically what matters more.

@@blankspace178 can't tell if sarcasm or genuine, I'm going to assume genuine. Not every show runner has seen every episode of doctor who, continuity errors are inevitable. It isn't even really the same show it started out as. The original concept was that the doctor was a human inventor from Earth's far future who built the Tardis himself. Susan even noted in An Unearthly Child that she named the Tardis. But the lore has changed since then, and will continue to do so until the end.

Go and actually watch 1960's doctor who before you start talking about things you have no idea about. Go back and watch the episodes where generic human doctors would check the doctors pulse and not find anything abnormal about his heartbeat. Or how the doctor only ever said he was cut off from his own time instead of his own planet. Or the episode where the doctor said he had installed the fast return switch when he first built the Tardis. In The Aztecs the doctor said it was impossible to change history, but now changing history is a staple of the series. The doctor even said in Waters Of Mars that most of history is constantly in flux, events happening and unhappening all the time, only 1% of it is fixed. In a universe like that, coherent canon is impossible.

Hell even in NuWho there's inconsistent canon. In the Christmas special The Return Of Doctor Mysterio they set up a plot point where Unit was infiltrated by Harmony Shoal, and they never followed up with it. Every time since then that we've seen Unit there's been no secret aliens infiltrating Unit until Doctor Who: Flux and even then it was a different alien. So no, doctor who continuity is not consistent and it never has been.
