DOES GOD JUDGE WITH NATURAL DISASTERS?

In Romans chapter 8, it says that God cursed the Earth. He subjected it to futility, but he did so in hope that someday he might set it free so the answer is God did judge the Earth and the Earth remains judged until God sets it free.

My grandparents lost their home in 1997 during the floods. They're both in heaven now, but I'll never forget the year 1997.
