I found a bug a while back. 1. Fight a delinquent 2. Defeat the delinquent 3. While shiromi is right there, pick up his weapon. 4. Get sent to the councilers office 5. Go back to the delinquent's area 5. The delinquents will be staring at you and if you stand in the same place for long, they will follow you.
