If you set the space of the Recycle Bin to, for example, 512 MB, and you delete a 513 MB size file, then your 513 MB file will never see the Recycle Bin. It will just get deleted (I think that you will get a prompt, warning you that you are permanently deleting the file).

Correct, the size is not the total size of the recycle bin at whole, but max the size of the files you can delete. ThioJoe made a video about the recycle bin: kzbin.info/www/bejne/maabeJdvorZ8b6M

Better safe than sorry. I set my recycle bin to 1GB and move on with my day. At today's SSD prices adding more space is the prudent thing to do, in my opinion.

Files put into the Recycle Bin and deleted are still on your hard drive and can be recovered until over written, don't let this guy mislead you, if you delete a file and empty your Recycle Bin, it still may be recovered however if the drive space has been over written the file may be lost.
