It’s a typical tactic by all politicians at hearings. Although it can get annoying, it’s partly a way for a politician to make sure that a guest doesn’t filibuster in order to run out the clock on an adversarial politician. I wish the hearings were given 4x more time to play out with longer questions and answers (giving politicians longer than just 5 minutes each to cram everything in). I don’t actually think that the “reclaiming my time” is anti-free speech though. Just like how Twitter’s 280 character limit is not anti-free speech. The “reclaiming my time” tactic is often rudely used however.

I think whenever it's known that a court will need yes or no answers, the person testifying should not be allowed to talk, but only to press a "yes" button or a "no" button to respond. This runaround is ridiculous. Keep them in a separate room with a speaker and a mic like we did in the pandemic.
