Extraction companies are the only real winners at the moment driving economic growth, so manufacturing hasn't hit it's stride just yet. For example, if they save 5,000 dollars it becomes a problem, next year the budget is reduced since they saved that amount if money. Their goal is to spend EVERY CENT of that money in order to petition for MORE FUNDING the following year if they go to 99% of the total fund

It is so refreshing to see awareness and acknowledgment that while massive government cuts will cause short term anguish, the long-term benefitsare incalculable. That short term pain is the constant and self-perpetuating reason why spending never decreases, only increases as new initiatives are piled on.
