DT carries inflatable doughnuts just add velcro strips and a string for the neck for more security but its sooo similar and very easy to do love your ideas

Last year I was a witch and cut dollar tree table cloths into strips then tied them on to an old waist band I cut out of some old sweat pants and made a tutu. Wore it over a black dress I already had. $3 costume! I used black and purple table cloths. Got lots of compliments.

Yes I just draped them over the elastic. You could tack them down but I think the glue may get pretty messy.
