Cissy should have won - she put a bit more thought into what she could do. It could have been a stronger competition, I think, if Jazz had gone with the table cloth catsuit just because it would have taken some skill to turn that into a dress or body suit.

OMG their costumes are really good for $20. Totally affordable and I thought they would just get the props that were in dollar store like be a fairy since there are wings. I'm glad they went far and beyond. It's giving me ideas for Halloween

I think that if I saw these two at a party, I would understand cissy had an actual costume on. The "present" wouldn't have been the first thing to come to mind. It just looks like a bunch of random bows on a bra, and there wouldn't have been a giveaway for me to know what this was. Hers wasn't very creative to me, and wound up more expensive. No hate, just constructive criticism. Both were good ideas.
