it's called Tangia. it's like bitbot, you can pay to have a GIF put over his screen (although i think the red circles are just red circles). as for why the red circle? i assume it's the TAC30 reticle because he hates that one?

Its an interactive cheat to help you get better at the game. When you turn it on and this is fake keep your screen stationary, it tells you where people are but stays there so you have to use game sense to find and kill them. It also doesnt do any of that at all
