Truth be said, they have huge sidewalks that could easily be made smaller and make more way for the road. Putting up barriers is also not hugely expensive, hopefully they will bring enough attention to the issue for officials to build them.

Just make the sidewalks smaller. The reason people get away with it is because the sidewalks are huge and empty. Reduce the size of the sidewalk to create more room on the road. Problem sorted.
