Bhuvan Reddy because air is not much optically dense or isn't dense enough to refract much light. That's why speed of light in air is very close to speed of light in vacuum.

Thats becoz vacuum means where there is no air or any substance Vaccum is the most optically rarer compared to other substances Air is compararitively optically denser than vacuum Thats y light travels with the fastest speed in vacuum and becoz air is slightly more optically denser than vacuum light also slows down by small amou to while traveling through air
