While Silco obviously isn't getting dad of the year, he did love Jinx to the best of his abilities. People seem to forget to consider he's an awful person, literally a villain by definition, so ofc he isn't going to be teaching Jinx to be some great person but he does love her like she's his own and accepts her as she is. My favorite little detail is you can see where when she was still little she drew all over his ashtray and mug and that he still has it. Her killing him unfortunately solidified in her mind she is a jinx since this is the second time she's killed her family. Also, I agree with Silco that Vi would eventually leave Jinx if they had left together. Vi doesn't grasp that Powder doesn't exist anymore, it would be Jinx pretending to be Powder until something triggers her and breaks that illusion.

Jinx, Vi, Caitlyn, Jayce, Viktor, Ekko, Heimerdinger, Singed (the scientist from Zaun), one character I will not name to not spoil anyone, and Mel's mom are characters in the game. Mel's mom got released as a playable champion this week, the others have been in the game for many years. All of them had lore from the very start however, what happened in Arcane was never mentioned. For some characters the lore is very different (e.g. Ekko) while for others it is somewhat close but was never specified, specified in a different way, or at a later point in time (e.g. Jinx). I suggest to not read their lores, they might contain spoilers for season 2 even if things will be changed. Here is a quote from Jinx's lore (no spoilers): "While most look at Jinx and see only a mad woman wielding an array of dangerous weapons, a few remember her as a relatively innocent girl from Zaun-a tinkerer with big ideas who never quite fit in. No one knows for certain what happened to turn that sweet young child into a wildcard, infamous for her wanton acts of destruction." Even though it was never confirmed that Jinx and Vi are sisters, people suspected since 2013 (Jinx's release year) they are through in game voice lines and connecting the dots (e.g. Jinx: "You think I'M crazy?! You should see my sister.") but it was never confirmed until Arcane released 2022! Riot made an announcement last year that Arcane is now officially canon (before it has been treated as an alternate universe) so they will probably change the lore of some champions in the future.

Most characters in arcane are playable characters in league, like Vi, Powder/Jinx, Cait, Jayce, Viktor (tho I ask you not to google him so you won't spoil yourself), Heimerdinger and, most recently, Ambessa (Mel's mom) the story is not quite simply their lore but a prequel to their lore, a way to show how everyone met and everything and yeah, they are planning on doing other characters
