So how do you make the decision on weather or not to strip the whole panel to bare metal? After finding lots of hidden sins on cars I have worked on, now everything goes to bare metal then in epoxy before I do any bodywork.

The decision was made by the owner. I was supposed to just make the panels fit and to do minimal bodywork. I chose to take care of dents without going overboard. You are correct about stripping the panels to bare metal 1st but in this case the owner just wants the car to look decent without a lot of expense.
