But in request step the destination is known so why can,t it be a unicast at both network and data link layer ?

If there are multiple servers in your network so the Host will send a Request packet with information specifying which server it wants to take the IP from and which IP it wants . In return only that server will reply which has that IP. I maybe late but hope this reaches to you.

Hello when i check this in wireshark , its not the same in Ethernet all destination mac is Ff:ff:ff.....
