4:13 what you have to do to get the symmetry tool to work on multiple layers, is select the layer you want it to work on and click on it so the little window with 'rename', 'select', etc. pops up. click 'drawing assist' and it'll have the symmetry effect as well!

For the symmetry tip, you just tap on the layer and activate drawing assist on that layer (from the same menu as clipping mask). It’s not always great for hair, but there are some symmetrical hairstyles. It depends on the characters style and personality. Great for times you’re feeling lazy af though (Also helps to do a sketch first on the bottom layer before painting just as you would normally)

If you want to use the symmetry guide in another layer, you only need to activate the assisted drawing option. I have it as a shortcut, but I believe you can activate it from the layer options as well. Setting it up as a shortcut is the way to go, tho, this way you can easily activate it wether the guide is visible or not, and you can deactivate it when you're drawing the pupils so your character doesn't end up crosseyed and so you can add non-symetrical elements that will make your drawing look more alive.
