if you get it on oracle hes a menace from minute ~10(when you get it) to min ~16 (when his 900 dmg burst isnt scary anymore xd)

Or Lich, with his Lv10 (+150 Frost Blast dmg & AOE) and Lv15 (-3 Frost Blast CD) talents. A 600 magic damage burst with a huge slow at lv10 at 8-10mins is hella scary.

I still think (as a humble Rubick main) that Rubick is the best hero for phylactery, since he buffs magic damage and with this item he can use ult as a nuke or slow.

Saw Topson make phylactery in a showmatch against Khezu, he was playing pa random pickers lol. Turns out it is not bad for poking type of game play on Phantom assasin. Literally like 3 daggers hitting at once, 30 mana 6 sec cd. After you get like deso-maelstrom and soon supports just die from dagger crits :)

Definitely should have picked pa for the carry pos. Phylactery and dagger share could down. Every time dagger is up its a phylactery hit. With extra slow. And then you just scale it as a fight pa deso, aghs, etc.
