That 12% AS 12% MS mageblood is definitely more than half a mirror. Pricing of modifiers is exponential in PoE. Items with perfect values often cost 2x or 3x than perfect minus one. Since both AS and MS mods on the belt have max rolls, i would say it's closer to 2 mirrors.
