Double Left Turn with Bicycle Traffic Signal and Red Light Runner

Dual left-turn lanes with protected left-turn, bicycle, and pedestrian phases (signal separation with bonus red-light runner) at Piedmont Ave NE & John Portman Blvd NE in Atlanta, GA.

This is just unnecassary sign pollution. A green arrow will never have a concurrent pedestrian phase, so that is a waste. There are already red arrows. What is the need for the R3-5L signs? There are red arrows, but the sign says "no turn on red ball". Georgia law does not allow right/left turn on red arrows, period. The red ball needs to be eliminated from the sign. And those through signalheads do not look like they are 8' apart. Horrible installation.
