Its more a matter of this game having Udyr, Tahm Kench and Illaoi. He even stated at the beginning this was not the ideal team comp to face for the build. Slap this build into a team with 4 squishies and its a different story.

its not consistent unless your scripting, flashing before the damage results in you dying if the hammer follows the flash its not worth risking the whole game on how good you think your reaction speed and timing is. TLDR Taking the damage and flashing after is safer

Usually, the hammer damage still follows the flash and very rarely where the damage is negated. One of the sure ways to dodge that damage is to cancel Jayce mid jump which the thresh did.
