No. Capital 7 was Canberra's only commercial TV station until 1989, when it expanded across Southern NSW as the Ten affiliate. Funnily enough, it carried GNW when it was on Ten both times. Now it is the Nine affiliate for Southern NSW. A group like DAAS would never get the head start today, nearly all TV is run out of Sydney and run as if Sydney is the middle of the universe.
