I cannot edit or save anything on Excel it seems it installed the 365 version and asks me to "ACTIVATE Microsoft 365 to Create and Edit" on Excel but seems to work fine with Word and Powerpoint

Design ideas are only available with Microsoft 365 or else you can utilise free version of office in office.com. Microsoft never released : design ideas in perpetual versions. For example of 20 16 19, 2021 or even 2024. Hope this is clarify your doubt.
