I would bet money on it also. Never buy a first revision card. Allways has problems. Doc should at least rule out that it is not the 3090, by putting the 3080 back in to see if the problem persists. If it were me, I would boot the system in safe mode, use a utility called Display Driver Uninstaller (DDU) to fully remove the Nvidia Drivers, an Nvidia custom install does not fuly remove the drivers. To boot in safe mode, type MSCONFIG in Windows search bar, hit enter, go to 'Boot', select 'Safe boot' and 'Network' - hit Apply - OK, restart, run DDU tool. Do the same to disable safe mode again. If you are running the game on the same system that your streaming on then I would try playing the game while your not streaming, to see if the CPU is running at max 100% usage, that would cause the issues you're having, but you would also be seeing dropped frames on OBS, which i don't think you are, so probably not that. To spot issues, open up task manager on your secondary monitor to check CPU usage while streaming/gaming.

@Dylan Morgan doubt the mouse has anything to do with it, It's probably that graphics card. I'm pretty sure that's the only thing he's changed recently in his setup. And typically with anything whether it's a computer or a car if you start having problems with something it's usually related to the last change that was made, in his case it was upgrading to the new graphics card. So put the old one back in that worked fine and see if the problem persists.

They need to fix the plates in this game. It makes NO SENSE!!! So, take when Doc has one plate and takes a bullet. Now that plate is down to 50%. He adds a brand new plate and it now shows he only has 1 full plate! NO!!!!! He should have one plate at 100% and another plate at 50%. I hate how that system works. It should add a new plate until you get to the third, replacing the damaged plate with a new one.

Doc, find the DDU ( Display Driver uninstall ) and run it. It will clear all of the drivers on your PC. Then re-install the recommended drivers from Nvidia. Nuff said.

The fact u could smell your PC means a component in your pc is DFINITELY going over recommended temperature ratings. fist place to look is your thermal solutions. paste, thermal pads, even the water-cooling solution u have may not be up to spec for your threadripper monster cpu - that cpu would require the best cooling solutions in the world especially when maxing settings/power usage. could just be thermal paste dried out too. cant always trust temperature readings often enough. otherwise dunno.

****IT IS THE GPU**** Put you 2080TI back in.... It will most definitely be the RTX3090 that's causing the issues. I'm running a 1080TI and COD at 1440p and have no stuttering issues like you. You should at least rule out that it is not the 3090, by putting the 2080TI back in to see if the problem persists. Looks and sounds like it is coming from the CPU, these stutters/glitches feels are coming from the CPU which tries to feed the GPU render queues but it can't keep up with it. These frame rate / micro stutter issues can maybe be fixed by different ways: - Running ISLC - Disabling CUDA P2 State in NVIDIA Inspector - forcing msi mode on the RTX 3090 and keeping the priority on High - Enabling XMP Profile - OC'ing the CPU - Disabling P states, power savings, etc for the CPU. - Enabling Game Mode or disabling it - Windows settings - Disabling Hardware Scheduling in Graphics Settings in Windows settings hopefully it'll be fixed for him..

his res is simply too low for a 3090, probably massively cpu bound and getting spikey frame times which makes it feel choppy even if the average frame times are low, better off with a safely overclocked 2080 and a stable 120fps, or he needs to switch to ultrawide or 4k or raise internal res or something and get a proper frametime profiler so he can tweak settings until its flat
