That isn't a 'storm cellar'. A storm cellar is just a normal cellar, just usually instead of being directly below the house as the 'Basement'. It's like 100-200 down under the ground, where the pull of the wind and destruction above doesn't effect what is stored down there, including yourself. No, what you found I think is meant to be a Panic Room. A Room where you run into and hide away from Burglars and other threats in times of crisis and wait it out till the police arrive.

"we don't get tornadoes in canada" maybe not near you bud, but i live literally 30 min from somewhere nicknamed "Canadas tornado alley" its in Ontario north of Toronto in the area surrounding Barrie on. they literally had one last year that destroyed a bunch of property
