During the episode Dr. Arinsu did mention she did disperse the saibamen seeds in the outside realm

That wasn't Arinsu; that was Marba. It was also implied Marba created the Saibamen since she had enough seeds to sell to the outside world, so where else would she get so many Saibaman seeds. Marba likely sold them to the Saiyans.

Was wondering about this myself. I couldn’t find in sub titles where she said she had the seeds.

Never occurred to me that Saiyan hair and African hair might actually be similar! Saiyan hair doesn’t seem to curl, but it’s thick and bristly, and does not sit flat on anyone. No wonder headware is uncomfortable. Thanks Marc for expandeding my Saiyan headcanon!
