Likely Goku could instakill Saitama assuming he uses full power. Garou was able to adapt to overgrown rover's energy blast, which would've been an instakill, mid impact...But Saitama has been shown to adapt and grow faster than Garou, because Saitama simply doesn't have a cap on his power. Saitama's rate of growth would increase on approach to infinity, as shown in the manga.

Goku can destroy a whole universe in ssjg because of how much power he had to give off just to survive against a below 5% beerus. Goku in Z while in ssj3(400x multiplier) we’re traveling roughly 48 trillions x the speed of light during boo saga which is way faster then saitama. The things Saitama is nothing compared to what Z goku did. Z goku was able to destroy a whole galaxy while in ssj3 in Z. Saitama only got from being planetary level to galaxy level+ because he only destroyed or moved stars. Goku has an upper hand because saitama couldn’t fly like Goku, he also doesn’t have ki attacks which goku has(ki attacks are pretty much lasers and shit)
