You are right, Jiren was able to overcome Goku’s MUI for a little bit, by going Super Full Power. So yeah, you don’t necessarily need Ultra Instinct to overcome another Ultra Instinct user. You can overcome Ultra Instinct in other ways.

@@KennitoGat Jiren did it, Moro did it, Granolah did it, Vegeta has (debatably) done it a few times. Honestly, UI ain't all that impressive.

@@BlackScreenProductions125 it actually is impressive, for angels that is, but for goku, he’s just a mortal, so anyone can surpass him. Whis said it doesn’t guarantee you’ll avoid everything especially if you just aren’t strong enough.

Finally, i was looking for this comment. Good animation doesn't excuse poor writing, breaking of the lore and bad decisions like triple fusion. If the enemy is faster, ultra instinct won't work. You cannot react to something which surpasses your own speed and strength.
