@@doctorj1700 It's a Retail game. For some reason, excluding most free-to-play games, Sony decided to block Online Multiplayer from all unless they subscribe to PS+. There are times where Free Weekends happen, just like what started two days ago. But those are very rare.

1. You must have the retail game, and not the Lite Version. The Lite Version has no offline mode. 2. When you select a character, the game checks if you are a subscriber of PlayStation+/Xbox Live Gold/Nintendo Switch Online, or are online on Steam 3. If the check sees that you're not subscribed to those mentioned in [2.], or you are running Steam in Offline mode, you are booted to the offline game, which you will see preset characters instead of player made characters around Conton City.
