all you need is a certain level . That can be level 80 70 75 any level of those .You can also be level 99 . you only need the maximum friendship level of Son Gohan , Videl , Piccolo nothing more

Go to the resort do the sayaman quest when you talk to them. After that do one quest to refresh the city. And then go to the school and gohan and videl should be in the courtyard. In front of the school.

It's essentially a rage boost on top of potential unleashed. Gohan gets incredible power from his emotions. I think it's because he is a hybrid or something. I guess all races can get a rage boost on top of potential unleashed so it kinda makes sense.
