You forgot that when you're playing as Vegeta with one of his battle armor. It gets broken on Bababdi's Mind Control. and I remember that there's more alternative attires with some characters using the green capsule. Goku can also wear the Vest Armor. Even Vegeta can also have the old Body Armor he used in the Namek Saga. But I don't know how to make it to work.

What's really sad is that in Budokai 3's story mode, Goku doesn't use the EoZ outfit against his fight against Uub despite it being already in the game.

They probably didn't want to make a new dialogue portrait for EoZ Goku just for that fight so they just gave him the default outfit to match the artwork they already had. It's pretty annoying though

It’s more of a reference to the manga version of that outfit. The clothes he wears when he trains with Vegeta is all black in the manga

That's not Kuriza on Freeza. Kuriza's little..gem thing(?) in his head is brown, not red. Budokai 2V actually has a Kuriza skin for Freeza that accentuates the differences even more.
