it happened to me on the NTSC version i played on ps2 emulator. It was programmed that way in budokai3, and IW just carried that over.

The two things I didn’t like about this game was only giving one ultimate to most character. Other characters deserved 2. The Final Flash, Warp Kamehameha, Galactic Donut, Special Beam Cannon cutscenes were missed out on. The other was the fusion time limit, I only got like 5 seconds to fully test out those Fusion Characters.

The audio was fine back then, but the quality of the video was jarring. The original moves seen in Budokai 2 & 3 were also omitted not JUST because of pure laziness from Dimps, but also for the KZbin Video Limit last seen in the previous decade.
