Except he didn’t cheat. If anything, Goku had much more of an advantage; Goku would have still lost if he had his tail and could become an Oozaru as well (one who would have been out of control and likely unable to use the Kaioken), while Vegeta would have destroyed Goku 10x over if he could use the Kaioken.
