Super didn’t do that... She stopped fighting after getting beat by Spopovich. She didn’t attempt to struggle or put up a fight against Super Buu, and at End of Z both her and Gohan were playing happy family and didn’t even enter the tournament.

So in this game, Elder Kai awakens Gohan’s dormant potential and then boosts it even further which makes the power boost from it even greater. Then Gohan unleashes his newly-awakened potential and powers up into Ultimate Gohan, which is just a very powered-up Base Gohan. I don't usually go with video game explanations, but this one is fine to me.
