In the Namek Saga, Frieza (First Form) was stated to be strong enough to destroy a universe 13x bigger than the OPM universe. Even if you think King Kai was exaggerating, King Kai never knew about Frieza's other forms, so given this I will just randomly place Full Power Frieza at Dragon Ball Universal level. Goku's base form power level (in the Buu arc) is stated to be as strong as Goku Kaioken 20x (Namek Saga) who had a power level of about 60 million the exact same as 50% Frieza. And now if Buu arc Goku turns SSJ it multiplies his base power level by 50, which is WAAAY stronger than Full Power Frieza. As for Saitama, his strongest feat currently is sneezing Jupiter away. Even if Saitama released a tiny toot 💨 and evaporated all of Jupiter, he still wouldn't compare to SSJ Buu arc Goku. Buu vs God, if it´s any one but Buuhan no and even so God is 4D so Buuhan with his max powerthat allmost made the universe colapse in dimension, so I would say they are tied and since God didn´t show feats yet Buuhan outhaxes.
